Hot on the heals of losing its 'Location, Location, Location' crown as the best place to live in the UK, Winchester was declared by the WWF to be the UK city which is having the greatest impact upon the environment.
The BBC reported about it here.
And it's interesting to see Martin Tod, the Lib Dem prospective parliamentary candidate for Winchester (hoping to succeed Mark Oaten - yes, that Mark Oaten), extolling the virtues of recycling. Now, in Winchester the City Council provides each household with two waste bins: green for recycling; and black for general rubbish.
And here's Martin doing his bit and recycling his newspapers by putting them in the - oh dear - black bin. Doh.
UPDATE:

My apologies to Martin - and a lesson to me, perhaps, that I shouldn't be too ready to jump to conclusions. It seems that Winchester has two types of recycling bins available for households - small black ones and big green ones. But, Winchester City Council: that's what I call a bad design decision.

Ah Martin, doing his bit to promote the intelligence of UK politicians.

There are two sizes of recycling bin in Winchester.
The big ones are green. The small ones are black.
Sorry to ruin your story.
I'll take a picture in daylight tomorrow and email you a copy if you're interested - including the rather tasteful recycling logo on the lid. :-)

Thank you very much for the update.
And apologies if my previous post was a bit abrupt.
Best wishes,
Martin
